Scraggy malnourished cat with the 'loudest meow in Andover' found wandering the streets
THIS cat is wandering around near Mylen Road, looking very malnourished and scraggy.
Residents say the cat, which may have been in a fight and has no collar, has "the loudest meow" ever.
