LONDON Street has been revealed as the location for the most on-street parking penalties in Andover last year, with one issued around every four days.

A Freedom of Information request submitted by The Advertiser revealed the top five roads in Andover where the most Penalty Charge Notices (PCNs) were issued in 2017 and London Street, with a total of 90 charges, came out on top.

This was followed by Suffolk Road with 75, 59 in Bridge Street, Upper High Street with 50, and 48 in Black Swan Yard Service Road.

A total of 2,947 PCNs were issued for on-street vehicles across the Test Valley borough in 2017.

Jim Murray, who lives near Suffolk Road, said: “I do have sympathy for motorists we have three sons they all have cars. As a non-motorist they are being ripped off, it is an easy way to make money.

“But we usually take the bus and it is very difficult to get through as there’s not much room at times with all the parked cars.”

Disabled badge holder Ruth Young who visits Bridge Street once a week for shopping said she was “surprised” that the main town centre street saw the third most tickets issued last year.

She added: “I’ve never seen anyone looking at the cars but I supposed I could have been here at different times.

“There’s not always a disabled spot for us to park in.”

PCNs are issued by Test Valley Borough Council for parking breaches as a “debt under civil law.”

Last year across the borough, 456 PCNs issued for on-street parking offences were appealed and 180 of the cases were accepted, with the charge being withdrawn or cancelled.

In 2008, the law changed for £60 PCN for all contraventions to be replaced with “higher” and “lower” level notices, charging £70 and £50 respectively.

Parking violations were also added to include double parking, parking adjacent to dropped kerbs and parking on zig zags and crossings.
