Nether Wallop Village News

AT the April meeting of Nether Wallop Parish Council, with Cllrs Gary Richardson, Margaret Roach, Edward Souter, Jenny Young and 17 members of the public in attendance, the following points were raised from the floor:
Janes Cottage: A resident commented this was in one of the most sensitive areas of the village and he felt any plans should be scrutinised carefully.
Field opposite the village green: A resident said he had asked the enforcement officer to come and have a look at the field in view of a potential logging business.
The chairman, Mr Souter, read a letter addressed to the clerk from the owner of the field. It explained that Test Valley Borough Council had advised that some trees needed to be felled due to disease, height and age and that the work has been ongoing for some considerable time.
There are only a few trees left and work will be postponed for a while. The owner of the field apologised for the noise and inconvenience caused and confirmed that no more trees from elsewhere would be brought to the field. In view of this the chairman asked that the matter now be drawn to a close.
The following topics were then discussed:
New housing: There is a government led proposal within the Wiltshire Core Strategy to build 2,500 houses either at Lopcombe Corner or at Firsdown. The chairman has circulated a memo to as many parishioners as possible giving them a guide on how to comment to Wiltshire County Council.
The consultation period is very short with a deadline is 25 April. It was agreed that the sitting MP should be asked to support parishioners objections and concerns regarding heavy traffic and lack of infrastructure.
It is possible that 80 hectares with 12/13 houses per hectare would represent a high density population. A lengthy discussion ensued and Mr Richardson and Hilary Parker will form an action group.
Neighbourhood Watch: Mrs Young reported on a recent trespass on farmland with damage to crops and diesel stolen from oil tanks. These should ideally be screened and heavy locks put on filler caps and a sensor fitted.
Finance: The council unanimously agreed the appointment of the new internal auditor Eleanor Green at a fee of £250. This was proposed by Mrs Roach and seconded by Mr Souter.
Playing fields: Mr Richardson reported that Mr Bobby Cullen had looked into finding a springer for young children.
Mrs Roach had investigated whether the borough council had funds to support this and found that a sum of £1,206.47 was at the village's disposal for the use of young people's development.
Correspondence: The council has been asked to endorse a letter of support for the Over Wallop Village Shop and this was unanimously agreed.
A letter has been received from Mr Howells regarding a housing development on the Broadmeadow.
The chairman pledged informal support for this and the council has met three times with the developer to view plans. The chairman was concerned to hear that the borough council were allegedly not looking at this proposal and will write to ask their standpoint.
The chairman read a letter from a resident regarding the opening of a non-vehicular bridleway on his land at the southern end of the village.
Copies of the site map was posted on the hall noticeboard, as well as given to the chairman and footpaths officer.
