THE chairman, Cllr Edward Souter welcomed the footpaths officer, Mr Williams, to the November meeting of Nether Wallop Parish Council.
Also in attendance were Cllrs Michael Atkins, Deryn Hind, Gary Richardson, Margaret Roach, Sarah Whitaker, and Hampshire County Cllr Michael Woodhall together with four members of the public.
The following topics were discussed: Finance: Michael Atkins reported that he now holds a copy of the village green registration certificate and also a copy of the lease.
The School Lane playgroup is looking to raise £2,600 to tie them over for this year. The council agreed to a proposed payment of £260 which, in the opinion of the council, is in the interests of its inhabitants.
At the next meeting a budget for the following year would be recommended and the financial officer asked for any extraordinary items from other councillors to be declared. The Wallops parish hall committee would be consulted. Highways: Michael Atkins reported that the footbridge at The Splash has now been re-surfaced and the bank replaced.
The potholes in Bent Street have been filled. Church Hill road has been temporarily repaired but the road erosion repair is still outstanding. There is a certain amount of overgrowth there too.
Playing fields: Gary Richardson reported that the tap is missing from outside the pavilion. The swings were closed due to the excessive wear and rotting of the legs. RoSPA said their recent inspection did not take into account any underground check.
Deryn Hind reported that LAPSETT, the manufacturers of the swings, said they were still under guarantee and as such would be replaced.
The new bench, two springies and picnic table were on site, and in order to comply with various grant regulations, inspections have taken place.
Village green: Margaret Roach reported that the hedges would be cut and a general tidy up done.
Carols on The Green with the Tytherley band are scheduled for 20 December.
Correspondence: The chairman brought to the attention of the council the code of conduct consultation. He has an electronic version, which will be passed to all councillors.
A litter campaign ‘Stop the Drop’ has been launched and details passed to the council via the Campaign to Protect Rural England.
The affordable housing scheme survey has been completed and Mr Lancaster will present the results at the next council meeting.
The response rate was good at 40 per cent.
Matters raised by councillors: Michael Woodhall is anxious that his entire budget is taken up.
The original £300 grant was spent on the playground equipment. The deadline to put forward a further project is the end of February.
Points from the floor: Mr Williams, the footpaths officer, attended a meeting regarding paths and partnership and now holds a definitive guide. Four people have volunteered to help clear footpaths in the spring.
A resident enquired about the charitable status of the Wallops parish hall and whether this would have an impact on funding. The chairman would look into this.
