WHICH of these is the oddone- out: Andover, Romsey, Stockbridge and Whitchurch?

In three of them the town hall is the home of the town or parish council, and the relevant borough council is not involved. Elsewhere in the country, I note that this is the way things are organised in most places.

But not in Andover, where control of the Guildhall remains with Test Valley Borough Council and not Andover Town Council.

As far as I am aware no cogent argument has ever been put forward to defend the situation.

Recall that the town council was established (despite the efforts of Ian Carr) as a reaction to various decisions of the borough council he leads.One of these was letting out the ground floor of the Guildhall as a restaurant.

I can only assume that he wanted to deny the town council the resultant income, so that the borough council could use it for the benefit of the wider Test Valley population.

Maybe it is time the decision was reviewed and reversed.
