REGARDING the £55,000 Test Valley council has made in a year in its car parks by not giving change.
Surely this shouldn’t be legal? I think it’s outrageous for a local authority which is supposed to promote our town centre to do this to shoppers and visitors to Andover.
I’m speechless.
