How can council be 'strapped for cash'?

HAMPSHIRE County Council made a very strange statement recently, they stated they were ‘strapped for cash’. It would seem they are broke.

How can this be?

Hampshire is a very large county with millions of people living here and there are thousands of houses and business premises paying into the council coffers millions of pounds in various taxes every month.

Plus rents and car park charges and other forms of revenue flow in to the council every week and they also receive money from the Government in grants for various contingencies.

Are we really expected to believe this nonsense?

It seems the council cannot be truthful or are they unable to administer the afffairs of the county properly?

Hampshire County Council cannot be “strapped for cash”.
