Action needed over cycle thefts

I WOULD like to warn any cyclists out there that wherever you lock your bike, it is not safe.
I had my bike stolen in broad daylight, outside my place of work. The lock (which may I add cost me a substantial amount of money) was cut.
My bike is my mode of transport as I do not have a car.
Also, due to the government and local councils promoting other modes of transport I thought cycling to work would be a great way to help the environment and keep fit at the same time - just what these establishments want members of the public to do.
Unfortunately the police haven’t been at all helpful - I realise they have a lot to do on a daily basis - but someone has stolen something from me and I would like to see them actually do something about it - not just be told that ‘We get between 15 and 20 reports of stolen bikes a day in the Hampshire area, and I am afraid I doubt you will get your bike back’.
This is a plea to the council and the local police - please find ways of making bike racks more secure, and most importantly - catch these people!
