How will heritage line be funded?

AS A lifelong railway enthusiast, I have been reading with interest your reports concerning the proposed reopening of the Andover to Ludgershall line as a heritage railway.
While I would happily support such a scheme, as I indeed did back in 1995 when I joined the North Hampshire Railway as a member, I would ask where the necessary finance will come from.
Receiving the backing of local MPs and councillors is all very well, but local councils and central Government are strapped for cash, as we are constantly being told, and therefore they will not be able to back such a scheme financially in my view.
Another obstacle not mentioned so far would be the requirement by Network Rail, assuming that they will still control movements on the line, for the use of only mainlineapproved locomotives and stock, thereby adding further expense to the venture.
Finally I ask you what has changed since 1995 when this idea was first mooted.
