Why can't pub times change?

I, TOO, would like to comment on pub opening times. Mr White mentioned later opening reflects the national position and is unlikely to change. Why is it unlikely?

Things can change, surely?

As for the national position on later opening times, do you think this has any correlation to the statistic of binge drinking in young adults? I would like to also draw a distinction between pubs and clubs.

Andover’s pubs are struggling.
