FURTHER to your article about the ‘odd bench to get a move on’, the reply from Hampshire County council does not make sense.
They state that ‘there was no intention that this should form part of the normal carriageway’.
But, all three legs of the T junction have been deliberately surfaced in the same material, and all are surrounded by the same kerbing.
Generally throughout Andover there is a difference in the surface between roads and pavements. This job must have been commissioned based on a set of plans.
Either the plans were wrong, or the contractor has completely messed up. If it was the plans then it is going to be public money that will be wasted correcting the error.
Presumably there will be disciplinary action against the designer?
If it is the contractor that has completely misread the plans, hopefully the correction will be made at their cost.
Clarification by the council over where the mistake lies would be of significant interest to many local people. It would also be interesting to know how and when the completed project was inspected by council engineers, and why they did not notice the obvious anomaly.
