THERE are two well-used phrases and two not-wellused questions that must be held in mind during the fracking argument, ‘Benefit-risk’ and ‘Safe if properly used’.
‘Safe if properly used’ has been the great loophole in chemical regulation.
‘What if ’ chemicals are not properly used and you are harmed?
Who will pay? Do you know where to turn for help?
