I READ with interest the letter in the 13 April edition of the Andover Advertiser titled ‘Planning debates’.

I attended the meeting and addressed the committee as an objector to the planning application for the Pizza Hut.

The ‘Planning debates’ letter gave great detail regarding the red line. I had raised this issue in writing many times with a planning officer and whilst examining the planning folder at Beech Hurst found there had been some discussion with the applicant at the outset of the application.

My other great concern was the fact that during the applications TVBC instructed the applicant to update the plans on five occasions due to inaccuracies pointed out to them. At the meeting I presented the councillors with a set of photographs supplied to TVBC by the applicant that appeared to show the plans were not correct regarding a vital part of the approved odour control system. It would seem this is acceptable to TVBC.

When questioned by a councillor, Samantha Owen, the planning officer, stated that it may not be clear on the plans where the item was fitted. I was left astounded as that was precisely why the plans had been amended on the last two occasions under her instruction.

I await the outcome of the TVBC investigations which will be kept out of the Northern Area Planning Meeting which are attended by the local media.

My belief is that the planning department will ask the applicant to submit a third planning application to resolve the 18-month breach of planning conditions. Along with the application will be the sixth set of plans that will reflect what is actually fitted, as it has now been exposed.

The galling thing is the cost to the council taxpayer. This saga that has been going on and on but has kept a lot of TVBC officers employed. I believe the cost to the applicant may have been just over £230 but I am sure that cannot be true.
