AS the Andover Advertiser hits the streets this morning we will have a newly elected county council.
There will be many familiar names taking their seats but also some fresh faces who may be able to add a new dimension to some of the issues that affect and irritate so many of those they represent.
The story on page 15 is a prime example of the degeneration of some of our basic services.
Roads are the nerve system of our country, a lifeline that not only ensures we get to work, but that the goods required to sustain jobs and life itself are transported safely and effectively.
Potholes have become the curse of the decade, with roads gradually disintegrating, with some giving the sort of ride only equalled by a camel walking the decks of a ship in a storm.
We are told that the bad winter caused these potholes, but often it was the poor state of the road surface that allowed the water in to freeze and break it up.
Our roads have been allowed to deteriorate over a number of years, being repeatedly patched up instead of undergoing proper repairs.
Some five years ago we went on a coach trip to Amsterdam, spending several days travelling through Europe, and it was not unti we returned to Blighty that we all realised how bad our roads were compared to those in France, Belgium and Holland.
Roads are the lifeblood of the community and should be a priority when budgets are being worked out.
And how many accidents have been caused by cars, and especially motorbikes, hitting potholes or rough surfaces.
Our road network is in danger of equalling that of a third world country and that should not be allowed to happen.
