M3 JUNCTION 8 - PARKHOUSE CROSS, NEAR ANDOVER TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that Highways England Company Limited(a) intends to make an Order on the A303 Trunk Road in the County of Hampshire, under Section 14(1)(a) of the Road Traffic Regulation Act 1984, because works are proposed to be executed on the road. The effect of the Order would be to:-

a) authorise the overnight weekday closure of;



i) both carriageways of the A303 between Picket Twenty Junction (A3093) and M3 Junction 8 (A303/A30);



ii) all of the slip and link roads leading to and from the carriageways described in a) i) above; and



iii) all of the side roads at junction with the carriageways described in a) i) above;



b) authorise the 24-hour closure of;



i) both carriageways of the A303 between Parkhouse Cross Interchange (A338) and Picket Twenty Junction (A3093);



ii) all of the slip roads leading to and from the carriageways described in b) i) above;



iii) all of the side roads at junction with the carriageways described in b) i) above;



iv) the gap in the central reservation at the intersection of Cowdown Lane with the roads leading to and from the westbound carriageway of the A303 at Picket Twenty Junction (A3093); and



v) all of the lay-bys adjacent to the carriageways described in a) i) and b) i) above;



c) impose a 24-hour 50mph speed limit on;



i) both carriageways of the A303 between Parkhouse Cross Interchange (A338) and Hundred Acre Junction (A342/A343);



ii) both carriageways of the A303 between Winchester Road Junction (A3057) and Longparish Interchange (B3048); and



iii) all of the slip roads leading to and from the carriageways described in c) i) and ii) above;



d) impose a 24-hour width restriction of 3.25 metres in lane 1, and



2.75 metres in lane 2 of the carriageways described in c) i) above; and

e) impose a 24-hour width restriction of 3.00 metres in lane 1, and 2.50 metres in;



i) lane 2 of the carriageways described in c) ii) above.



ii) lane 2 of both carriageways of the A303 between Bullington Cross Junction (A34) and M3 Junction 8 (A303/A30);



These measures would be in the interests of road safety while contractors undertake resurfacing, road marking, reinstallation of studs and loops, bridge, sign and drainage works, central reservation and verge works, vegetation clearance, and any associated maintenance work. It is expected that the work would occur in three main phases. The work associated with the closures in a) and b) v) above is expected to start on or after Monday 3rd July 2017 and last for approximately 3 weeks. The carriageway closures would take place between 21:00 and 06:00 (maximum period) and the slip roads between 20:00 and 06:00 (maximum period). The work would alternate between the eastbound and westbound carriageways.

The work associated with the closures and restrictions in b) - e) i) above is expected to start on or after Monday 3rd July 2017 and last for approximately 9 months. The closures in b) would generally occur at night only, between 21:00 and 06:00 (maximum period), however there are total weekend closures scheduled.

The work associated with the closures in a) and b) v) and the restrictions in e) ii) above is expected to start on or after Monday 3rd July 2017 and last for approximately 4 months. The closures would take place between 22:00 and 06:00 (maximum period). The work would alternate between the eastbound and westbound carriageways.

The Order would come into force on 1 July 2017 and have a maximum duration of eighteen months.

Traffic affected by the closures in a) above would be diverted using other junctions of the A303, the M3, A30, A33, A34, A343, A3093, A3057, B3048, B3400, B3420, Overton Road, Larkwhistle Farm Road, Bullington Lane, The Street, and the Avenue. The diversion in operation would vary according to the closure in force and traffic permitted to use certain routes. Traffic affected by the closures in b) above would be diverted using other

junctions of the A303, the A338, A342, A343, A3026, A3057, A3093, B3048, B3084, Amesbury Road, Cholderton Road and Stanbury Road.

The diversion in operation would vary according to the closure in force. Access to properties and businesses including Popham Services would be maintained by escort.

The temporary closures, speed limits, width restrictions and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
