Notification of Hearings under Rule 13(6) of the Infrastructure Planning (Examination Procedure) Rules 2010 HIGHWAYS ENGLAND
A303 Sparkford to llchester Dualling Scheme SECTIONS 91, 92 and 93 OF THE PLANNING ACT 2008 RULE 13(6) OF THE INFRASTRUCTURE PLANNING (EXAMINATION PROCEDURE) RULES 2010
NOTICE OF HEARINGS RELATING TO THE A303 SPARKFORD TO ILCHESTER DUALLING SCHEME
PLANNING INSPECTORATE REFERENCE: TR010036
NOTICE IS HEREBY GIVEN that, at the dates, times and locations set out below, compulsory acquisition hearings, open floor hearings and issue specific hearings will be held by the Examining Authority (appointed by the Secretary of State for Communities and Local Government) for the examination of the application made by Highways England for a Development Consent Order ("the DCO") for the A303 Sparkford to llchester Dualling Scheme ("the Application").
The Application was made to the Secretary of State for Communities and Local Government (via the Planning Inspectorate) under sections 22 and 37(2) of the Planning Act 2008 on 27 July 2018 and was accepted by the Planning Inspectorate for examination on 23 August 2018. The Application has been given the Planning Inspectorate reference number TR010036. SUMMARY OF THE SCHEME
The Application seeks development consent for the A303 Sparkford to llchester Dualling Scheme in the south west region, located within the administrative area of Somerset County and the district of South Somerset. The main aspects of the Scheme comprise:
- The provision of 5.6 kilometres of new dual carriageway, including a parking

layby.
- A new junction at Camel Cross.

- A new junction at Downhead.

- A new junction at Hazlegrove.

- The retention of a substantial amount of the existing A303 single carriageway as a local access road.

- The closure of a number of local roads.

- The provision of new local roads.

- The closure of a number of public rights of way.

- The creation of new rights of way, including paved verges alongside local roads.

- A new overbridge between Downhead and Canegore Corner (Steart Hill Overbridge).

- A new underbridge at Hazlegrove (Hazlegrove Junction Underbridge).

- The provision of road lighting.

- The provision of road markings on new carriageway and new traffic signs.

- The provision of new road restraint systems.

- Earthworks, in order to establish the road foundation (including cuttings and embankments) and also to provide visual screening and noise attenuation.

- The provision of drainage systems to drain proposed carriageways and adjacent land.

- The provision of noise attenuation fencing.

- Boundary treatments such as boundary fencing, hedgerow planting and perimeter drainage ditches.

- Technology installations including emergency roadside telephones (ERTs) and traffic monitoring installations.

- Diversionary and protection works to public utilities including telephone, fibre-optics, electricity, water supply and drainage.

- The environmental design including planting and areas allocated for ecological mitigation. If the DCO is made by the Secretary of State for Transport, it would allow Highways England, for the purpose of constructing, operating and maintaining the Scheme, to acquire compulsorily interests in and rights over land, including the power to create and acquire new rights over land, and to take possession of and to use land temporarily.

The DCO would also make provision for development, which would constitute associated development together with other ancillary matters, including those related to the construction of an accommodation track for Blackwell Farm, reptile mitigation at Downhead, and the construction of a hibernacula at Hazlegrove.
