DEVELOPERS bidding to transform a derelict building into a health centre and eight new homes are hoping it’s a case of fifth time’s the charm.

An outline application has been submitted to partly demolish the former Wykeham Club, which has been closed since April 2014, and build a ‘much-needed’ medical surgery, pharmacy, and eight three-bedroom houses.

Four previous applications for the site between Western Road and Osborne Road have either been refused by Test Valley Borough Council or withdrawn.

The last plan by the developers, Osborne Road Development Ltd, to build the surgery, pharmacy and a block of 10 flats was refused last month.

The developer has called for the plan to be approved, claiming it will ‘make this area better for everyone’.

A spokesperson for the developer said: “In this new planning application we have retained the building to be used as a much-needed medical facility, but we have replaced the block of flats, which the planners previously objected to, with eight three-bedroom houses.

“Each house will be landscaped to the front and will benefit from off-road parking. Currently from Osborne Road the view is of the unsightly rear extension to the club house, with the car park in front.

“Our plans include planting trees along the street to soften the street scene and all together we believe the view will be greatly enhanced.

“Our last application was well received amongst the local community despite not being successful.

“In this application we have overcome all of the planning department’s previous objections and are hopeful that they will find it acceptable so that we can finally move forward and make this area better for everyone.

“We are also currently looking for a medical practice to partner with us with regards to the existing building and we would welcome any acceptable offers made to occupy the building.”

However, one objection has already been submitted from a resident of Osborne Road, citing concerns over traffic and parking.

Previously developers have submitted plans to convert the club into houses and a children’s nursery.

Last year another plan was submitted by Osborne Road Development Ltd to demolish the current building and replace it with two three-storey blocks of 10 flats.

This was refused by councillors.

The latest plan is due to be decided on by 9 May.
