However, Basingstoke and Deane Borough Council refused the proposal in a decision notice published on Monday, September 29, stating it would encroach into the countryside, affecting its "intrinsic character".
The council stated that the development would extend onto higher ground south of Overton land, impacting the setting of the village and the character of the local landscape.
The proposal was deemed contrary to local and national planning policies, including the Basingstoke and Deane Local Plan 2011-2029 and the Overton Neighbourhood Plan.
The council concluded that the harm caused by the development would outweigh its benefits.
The council also noted that the proposed development did not make adequate provision for community and infrastructure contributions or provisions, including affordable housing, equipped play areas, active travel connections, and contributions towards active travel improvements.
Residents in the area also objected to the plans, with 125 people opposing and just one person supporting the development.
Bargate Homes had proposed a development with both market and affordable homes, enclosed by a new country park, which it said would benefit the wider community.
The company said its proposal included enhancements to pedestrian and cycling routes, contributing to the "sustainable development of Overton" and fostering improved access to the village.
The developer stated that more than 60 per cent of the site would become a country park, providing a recreational destination for residents.
The development was also set to provide a variety of house types and tenures to suit a range of households.
Bargate Homes said the site was in a sustainable location, with a range of facilities, employment, and education opportunities accessible within a 20-minute walk, cycle, or bus ride.
It argued that the development would provide a "logical extension to Overton" and would "foster improved access to the village for everyone".
