A MAN has pleaded guilty to fly-tipping after being caught on CCTV dumping garden waste, as the council continues its “zero-tolerance” approach to the crime.

Matthew Powell, of Weyhill Lodge, Weyhill, was ordered to pay £530 in total for a fine, victim surcharge and court courts at his appearance at Basingstoke Magistrates Court on July 19.

Powell admitted to depositing waste illegally at Enham Lane, in Charlton in April, which was filmed by one of Test Valley Borough Council’s (TVBC) hidden CCTV cameras.

Environmental portfolio holder, Councillor Graham Stallard said: “We take a zero-tolerance approach to fly-tipping in our borough and it is good news that our covert cameras are proving successful.

“The cameras are deployed throughout the borough and they provide invaluable evidence for the environmental service’s enforcement team.

“It is a disgusting and inexcusable crime and we will do everything in our power to stamp it out.”

The council is reminding residents all garden waste should be disposed of through home composting, subscribing to TVBC’s garden waste collection service or by taking it to a Household Waste Recycling Centre.
